Install Minecraft Forge for the version Arsenic supports (usually 1.8.9).
Download Arsenic from the button on this page.
Press Win + R, type %appdata%\.minecraft\mods and press Enter (on macOS it's ~/Library/Application Support/minecraft/mods).
Drop the Arsenic .jar into that folder.
Open the Minecraft Launcher, pick the Forge profile and press Play.
